[rediger] Norsk

Overtagelse av brukernavn kan være nødvendig for å gi plass for globale brukernavn. Dette medfører at det kan oppstå konflikter med eksisterende brukere, og disse må løses før flytting kan gjennomføres. Det er ikke automatikk i at det globale brukernavnet har fortrinnsrett, og det er ikke nødvendig å gjennomføre en flytting for at det skal kunne settes opp en global brukerkonto.

[rediger] Forutsetninger

  1. Det er opprettet en global bruker, og at denne brukeren kan identifiseres som innehaver av kontoen, eller at det er en klar og identifiserbar navnekonflikt mellom brukere som innehar samme brukernavn. (Note: Hvis det globale navnet allerede finnes så må en steward slå sammen kontoene)
  2. Innehaver av den globale brukerkontoen, eller den som ønsker å eie den, må ha en bidragsmasse som er vesentlig større enn brukeren som flyttes.
  3. Brukeren som kan komme til å bli flyttet, må være varslet om påfølgende flytting, minimum fire uker før overtagelsen av brukernavnet, og skal høres som part i saken i tilfelle vedkommende har noen innsigelser.
  4. Kontoer som er mer enn ett år gamle og som er uten bidrag, opprettelse av brukerside er å regne som bidrag, eller som er mer enn ett år gamle og kun er brukt til vandalisme, kan flyttes uten forutgående varsling.
  5. Brukerkontoer som er aktuelle for flytting, skal merkes med en mal, {{SUL-melding}}, som beskriver situasjonen på brukersiden og brukerens diskusjonsside, og man tar kontakt med brukeren på e-post om e-post er registrert.
  6. Det kan senere bli nødvendig å rydde i navnekonflikter, men dette er foreløpig ikke nødvendig; da det er helt uproblematisk med lokale kontoer som kolliderer med det globale navnet.
  7. Der brukeren har en betydelig bidragsmasse, og/eller er en kjent bidragsyter under dette navnet, så bør det finnes svært tungtveiende grunner før det er aktuelt med flytting.
  8. Hvis brukeren har et betydelig antall signerte innlegg i diskusjoner og lignende sider, må det avklares hvilken signaturer som har vært i bruk, og det må vurderes om det er praktisk mulig å endre disse.
  9. Hvis det ikke oppnås enighet mellom partene, kan de be om bindende råd fra en uhildet tredjepart.
  10. Overtatt brukernavn merkes slik at tidligere eier kan finne igjen sin gamle konto.

[rediger] Gjennomføring

Når partene er hørt, eller det ikke er innkommet klager innen et rimelig tidsrom, kan en byråkrat endre brukernavnet. Det lokale navnet endres først, aktuelle sider i brukerens navnerom flyttes, deretter endres signaturen til brukeren. Først når dette er gjennomført kan innehaveren av det globale brukernavnet overta det lokale brukernavnet.

[rediger] Forespørsler

Forespørsler legges inn med en mal som identifiserer prosjektet hvor den som forespør har sin hovedkonto, denne brukerens kontonavn og kontonavnet til den som ønskes flyttet. I tillegg skal det oppgis om vedkommende er kontaktet. Hvis vedkommende ikke er kontaktet så blir ikke forespørselen behandlet. Hvis det påstås at vedkommende er kontaktet, og det innkommer klager, så er vedkommende som behandler klagen fri til å be om at endringene rulles tilbake etter eget skjønn.

Usurpation of usernames may be necessary to make space for global usernames. This may result in conflicts with existing users, and these conflicts must be solved before an usurpation may be accomplished. The global username does not automatically have priority over other users, and it is not necessary to accomplish an usurpation to be able to make a global username.

[rediger] Qualifications

  1. There must be a global user account, and this user must be indentified as the owner of the account, or it is a clear and identifiable nameclash between users who own the same account name. (Note: If the global account already exist, then a steward must merge the accounts)
  2. The owner of the global user account, or the one who whishes to own it, must have a total contribution that is substantially greater than the other user's.
  3. The user that might be usurped, must have been alerted about the following usurpation, at least four weeks before the usurpation, and shall be given due considerations as part if the user has any objections.
  4. Accounts older than one year and without any contributions, creation of a user page is a contribution, or that is older than one year and only has contributed with wandalism, may be usurped without any further warning.
  5. User accounts that someone wants to usurpate, should be labeled with a template, {{SUL-msg}}, describing the situation on the user's userpage and talk page, and one should contact the user on his or her e-mail if existing.
  6. Later on it may be necessary to clean up in name conflicts, but at the moment it is not necessary; it is not a problem with local accounts colliding with global usernames.
  7. Where the user has a significant contribution, and/or is a well-known contributor with that name, weighty arguments will be required before it will be relevant to do any usurpation.
  8. If the user has a significant number of signed contributions on talk pages and similar pages, it will be necessary to clarify which signs that has been used, and it must be taken into consideration if it is possible to change them.
  9. If no concensus is achieved between the two parties, they can ask for binding advices from an unbiased third party.
  10. Moved accounts shall be clearly marked so previous owner can find the old account.

[rediger] Accomplishment

When the parties has given their arguments, or no objections has been given within a reasonable period, a bureaucrat may change the user name. The local name will first be changed, relevant pages in the user's space will be moved, and subsequently the user's signatur wil be changed. When this is complete, the owner of the global user accout may take over the local user name.

[rediger] Enquiries

Enquiries may be set by using a template that indentifies the project where the user requesting usurpation has his or her main account, this user's account name and the account name belonging to the user that is desired usurped. Additionally it should be stated if he or her is contacted. If the person concerned is not contacted, the enquiry will not be taken into consideration. If it is claimed that the person concerned is contacted, and complains are received, he or she who receive the complaint will be free to require the changes reverted, after his or hers own judgement.

Hello, I would like to have the account Tvdm to create SUL (I don't own the account Tvdm here). In the future, I have interest doing things for this wiki, so it'll come out handy. I am moderator at the Dutch Wiktionary, see [[2]] for the user list where you can see that this is true. Could you please 1) rename Tvdm to Tvdm (usurped) or something else and 2) then Tvdm1 to Tvdm?
